Along the meticulously engineered production lines, the figure of Cen Xianli, a deputy to the Dushan County People’s Congress and general manager of Guizhou Fengda Bearing Co., Ltd., stands out conspicuously: now bending down to check equipment parameters, now picking up a tiny bearing and holding it up to the light for a close examination.

Along the meticulously engineered production lines, the figure of Cen Xianli, a deputy to the Dushan County People’s Congress and general manager of Guizhou Fengda Bearing Co., Ltd., stands out conspicuously: at times he bends down to check equipment parameters, at other times he picks up a tiny bearing and holds it up to the light for a close examination.

“I’ve been listening to this sound for 29 years, and far from finding it annoying, it actually puts my mind at ease,” Cen Xianli said with a smile to the reporter, his voice mingling with the hum of the machinery.

In 1997, Cen Xianli embarked on a journey to Zhejiang in search of work, stepping through the door of the bearing industry. Over more than a decade away from home, he started as a junior apprentice and gradually advanced to technician and then workshop manager, mastering all aspects of bearing production and gaining an in-depth understanding of the market. In 2012, the call from Dushan County for local sons and daughters to return home and start businesses reached Cen Xianli’s ears. He resolutely returned and founded Qiannan Prefecture’s first bearing manufacturing enterprise—Guizhou Fengda Bearing Co., Ltd.

Since the company’s establishment, Cen Xianli has led all employees in hard work and relentless pursuit of excellence, driving continuous growth and advancement. Over more than a decade of development, under his leadership, the team has conducted countless experiments and overcome numerous technical challenges, successfully achieving independent production of precision ultra-small bearings whose performance rivals international cutting-edge standards. As a result, the company has grown from a micro-enterprise into a high-tech enterprise, holding one invention patent and 17 utility model patents.

In Cen Xianli’s view, “bearings” are more than just products—they are a symbol. “As a deputy to the county people’s congress, I aspire to serve as that crucial ‘bearing’ in local development, driving efficient industrial growth and helping our people secure employment and increase their incomes,” Cen Xianli said.

He has always kept firmly in mind the duties and mission of a county People’s Congress representative, driving the development of his company to create more jobs and giving priority to hiring local residents. To date, he has helped over 100 people from surrounding communities secure employment close to home, thereby demonstrating the people-oriented commitment and sense of responsibility that characterize representatives of the People’s Congress in the new era.

Over the course of his nine-year tenure as a deputy to the National People’s Congress, Cen Xianli has consistently offered proactive suggestions and advice each year. In his official duties, whenever he visits a production workshop, in addition to reviewing production progress, he engages in in-depth conversations with employees to gain a thorough understanding of their thoughts, concerns, needs, and aspirations, promptly documenting and organizing this information.

Last year, drawing on the realities of industrial development and public feedback, he put forward proposals to strengthen the supporting infrastructure for the bearing industry and to establish a bearing training center. These proposals garnered high attention from the county government and relevant departments, which promptly coordinated the construction of the Dushan Bearing Testing Center and the Bearing Training Center, thereby laying a solid foundation for the high-quality development of Dushan’s bearing industry.

“The fact that my proposals have been taken seriously by the relevant county authorities and are helping to boost the development of the Dushan bearing industry is, for me as a deputy to the County People’s Congress, the most gratifying and pride-inducing moment.” Seeing his suggestions steadily implemented, Cen Xianli beamed with joy. He told reporters that at this year’s Two Sessions he will put forward proposals on targeted investment promotion for precision micro-bearings, improving industrial supporting infrastructure, optimizing the policy support system, and strengthening capacity to ensure adequate resource allocation.

“As a deputy to the County People’s Congress, I bear a significant mission and responsibility. I am committed to serving as a ‘bearing’—driving industrial development while acting as a voice for the people and a bridge to prosperity—by firmly anchoring my role in the development chain of my hometown and contributing my part to Dushan’s high-quality economic and social development,” said Cen Xianli.
